Limited Hangout Operations?

"All war is deception."

Sun Tzu, 500 BCE

For intelligent members of the working class to understand the capitalist cabal's ongoing murderous war against them, they must recognize changes in tactics and strategies on the part of the current puppet junta.

Progressives throughout history have made the truth available to intelligent persons, while capitalists--criminally seizing political-economic-social power--have always attempted to cover or hide their murderous machinations against workers, the Bad Wolf pretending to be the caring Grandmother. Since exposure of truth is so important to the progressive cause, it's necessary to be especially aware when capitalists attempt to subvert the process of revealing facts and information.

A strategy which capitalists have always used is called a "limited hangout."

"A 'limited hangout' is spy jargon for a favorite and frequently used gimmick of the clandestine professionals. When their veil of secrecy is shredded and they can no longer rely on a phony cover story to misinform the public, they resort to admitting--sometimes even volunteering--some of the truth while still managing to withhold the key and damaging facts in the case. The public, however, is usually so intrigued by the new information that it never thinks to pursue the matter further." 1

Revealing a mouse to hide the elephant in the room

"A limited hangout, or partial hangout, is a public relations or propaganda technique that involves the release of previously hidden information in order to prevent a greater exposure of more important details.

"It takes the form of deception, misdirection, or coverup often associated with intelligence agencies involving a release or 'mea culpa' type of confession of only part of a set of previously hidden sensitive information, that establishes credibility for the one releasing the information who by the very act of confession appears to be 'coming clean' and acting with integrity; but in actuality, by withholding key facts, is protecting a deeper operation and those who could be exposed if the whole truth came out. In effect, if an array of offenses or misdeeds is suspected, this confession admits to a lesser offense while covering up the greater ones." 2

In recent times, the limited hangout ploy was used by President Richard Nixon and his merry band of crooks to try to cover up the Watergate break-in scandal. In a March 22, 1973 meeting between Richard Nixon, John Dean, John Ehrlichman, John Mitchell, and H.R. Haldeman, Ehrlichman incorporated the term "limited hangout" into a new and related one, "modified limited hangout."

The phrase was coined in the following exchange:

"PRESIDENT: You think, you think we want to, want to go this route now? And the--let it hang out, so to speak?

DEAN: Well, it's, it isn't really that--

HALDEMAN: It's a limited hang out.

DEAN: It's a limited hang out.

EHRLICHMAN: It's a modified limited hang out.

PRESIDENT: Well, it's only the questions of the thing hanging out publicly or privately."

Prior to this exchange, Nixon outlined to Dean the content of a report that Dean would create, laying out a misleading view of the role of the White House staff in events surrounding the Watergate burglary. In Ehrlichman's words: "And the report says, 'Nobody was involved.'" The document would then be shared with the Senate Watergate Committee investigating the affair. The report would serve the administration's goals by giving only a limited amount of information, in this way attempting to protect the President, providing documentary support for his false statements should information come to light that contradicted his stated position. Further, the group discusses having information on the report leaked by those on the Committee sympathetic to the President, to put exculpatory information into the public domain.

The Assange/WikiLeaks Operation

Earlier in my study of Julian Assange, Edward Snowden, Glenn Greenwald, and Bradley (Chelsea) Manning, I came to the tentative view that they might be parts of a limited hangout operation. As I have continued to study this issue, it now appears that they are most likely not complicit participators in a limited hangout operation. But as to what parts they are playing in the current machinations of the capitalist cabal, I am still studying that question.

Unfortunately, WikiLeaks was "introduced" by Cass Sunstein, Obama's head of the Office of Information and Regulatory Affairs where, among other things, he is responsible for "overseeing policies relating to privacy, information quality, and statistical programs." In other words, Sunstein is Obama's Paul Joseph Goebbels, New Reich Minister of Propaganda.

While attending Harvard Law School in 2008, Sunstein co-wrote a concept paper advocating that the U.S. Government create teams of covert agents to "cognitively infiltrate" online activist and conspiracy-theory groups and websites. In the paper, Sunstein presumes that "those who hold conspiracy theories typically suffer from a 'crippled epistemology.'"

Sunstein's teams of covert agents would "cognitively infiltrate" and discredit dissident groups and whistleblowers. This operation would be designed to increase citizens' faith in government officials and undermine the credibility of conspiracy theorists and activist progressives.

Earlier, there appeared to be significant reason to believe that the case of Edward Joseph Snowden fit into this pattern. But as I have continued to investigate the evidence, it seems likely that Snowden is not part of a limited hangout operation and is instead a legitimate source of alternative, progressive information.

"Sophisticated knowledgeable observers all over the world have long known, since the very beginning in 2010, that WikiLeaks is a NATO-CIA conduit for various kinds of fake or real documents that are released with political aims in mind and Assange in that sense is a tool of NATO. We're now told that there are 2.4 million cables, 400,000 in Arabic, 70,000 in Russian, that are all embarrassing to Syria, embarcadero to the Syrian government, but also embarrassing to companies that are still selling various things to Syria. . . Also notable is that Assange and WikiLeaks have got a consortium of international press organs. They've got the Associated Press . . ."  3, Webster Tarpley

As is evident from the paragraph above, Webster Tarpley believes that Assange, Snowden, and Manning are parts of a limited hangout operation. Below are examples of interviews with Assange and Snowden that give a somewhat positive picture of these two persons:

It is still possible that Juliam Assange and Edward Snowden are involved in a limited hangout operator, since Hollywood movies have been made about them, and Snowden virtually received the Pulitzer Prize in 2014. Ostensibly, the New York Times and the Washington Post received the prize for publishing Snowden's material, but it's clear that the prize really was for Snowden himself. Those who still believe that Snowden is a legitimate whistle-blower would be well-advised to remind themselves that a mainstream press award such as the Pulitzer Prize does NOT ordinarily go to persons who are genuinely exposing the fascist political-economic system.

"Seven years after the former National Security Agency contractor Edward Snowden blew the whistle on the mass surveillance of Americans' telephone records, an appeals court has found the program was unlawful--and that the US intelligence leaders who publicly defended it were not telling the truth."
Reuters 9/3/2020

What has ultimately happened to Edward Snowden is his making a deal with Russia for asylum. Snowden's "leaking" of the news that NSA is spying on pretty much everybody in the world--including other countries' leaders--is, unfortunately, presenting no difficulty for NSA or the cabal--in fact, it's making clear to people globally that the police state atmosphere present in America and Britain is now worldwide!

For progressives, the lesson to be learned from limited hangout operations is that the capitalist cabal will attempt to subvert the process of the dissemination of information in every way possible, so that they can present lies and propaganda as truth. If uninformed persons are made to believe that CIA and NSA assets are genuine activists, then false information can be disseminated and people made to believe lies without end.
